The common assumption is simple: the Islamic Republic just "sends money to Iraq." The reality is far more layered. As sanctions pressure mounted, the PMF (Hashd al-Shaabi) was turned into an oil smuggling arm — the exact model the IRGC built inside Iran.
Iraqi politicians, including a Prime Minister whose candidacy was first floated in the home of a PMF leader, are all tied into the network. Their cuts have shown up as millions of dollars in cash inside their own houses.
And the bitter punchline: corruption cases caught the ants. Nouri al-Maliki and the big players were never touched.
