A foreign strike is predictable. An internal uprising is not. Missiles and tanks cannot stop a street. The regime knows that one day people return to the streets and the repression machine stops cooperating — not out of conscience or honor (Dey 2017 proved they have none) — but out of cold arithmetic. When the enforcers calculate that the end is near, they walk away.
Remember Khamenei weeping at the podium — twice — during nationwide protests? "I have a frail body…" Those tears had one translation: fear.
The attrition inside the IRGC and the thousands detained in its own ranks is that same fear, made visible.
