The hostage president. The only elected man in the room, Masoud Pezeshkian signed the war's end on 17 June: the Islamabad Memorandum. Two weeks later he was asking in public where the promised $6 billion first step had gone, while assuring clerics, per the Critical Threats Project, that he follows Mojtaba Khamenei's guidance and stays aligned with the armed forces. In between: IRGC commander Ahmad Vahidi reportedly vetoed every intelligence minister he proposed, and Iran International reported a 31 May resignation letter over an IRGC 'complete takeover'; his office denies it.
