The succession moved an estimated $100 billion to a hidden owner overnight. Parviz Fattah runs Setad, the Supreme Leader's private business empire, valued at some $95 billion by a 2013 Reuters investigation, and every fund chief in Iran still serves by a dead man's decree. On 30 June, per Mehr News, Fattah signed a Red Crescent pact and publicly claimed the war-reconstruction lane: a "$300 billion" framework with no named Iranian administrator, where only a reported $3 billion from the UAE has actually moved.
