Alireza Arafi is the man the Islamic Republic keeps in reserve. For eight days in March he was one of three Article 111 co-regents running Iran; the vote for Mojtaba Khamenei ended his regency, and days later, per Iran International, he and the late Leader's security chief pushed to shelve the new Leader for a council, citing incapacity and IRGC dominance. He entered the Assembly of Experts without the required written exam, through a loophole Khamenei opened, a path documented by Carnegie. Four months on, no senior marja in Qom has blessed the succession, and the seminary system that trains every cleric in Iran answers to Arafi.
